Someone who did legal research for a cash now pusher from 2010-2013 has set up an anonymous Linkedin profile and is using it to hock leads containing detailed information about structured settlement annuitants, from an anonymous hotmail account.
The Washington DC area ghost states that he/she "worked for another factoring company, ...used to purchase leads that were usually nothing more than a list from a court clerk** ". The leads he sells are different. He/she "personally pulls them every day and research them so they include unique identifying (such as social media, email, relatives, payment streams, etc) info for each potential client so you are able to contact them" .
This is what appears to be going on in the unregulated structured settlement secondary market folks. Is this legitimate market research or are Structured settlement annuitants and their families are being stalked.

The structured settlement secondary market, a micro-universe within the financial service sector which has somehow escaped the enforceable business standards of the securities, real estate, insurance or banking industries, creating an environment where individuals or companies can approach consumers while concealing their true identities, use fake testimonials and /or fake academic credentials, submit false information to the Better Business Bureau and use that false information to solicit consumers, offer bribes to consumers, coach consumers to engage in forum shopping, why should we be surprised?
**a notable example is Sumter County Florida , whose office of county clerk admits that structured settlement are "bulk case types that have recently been a matter of excessive public inspection". Sumter County, traditionally the preferred venue of choice for forum shopping cash now pushers, states "our office has undertaken the task of providing a more efficient means of providing this information". [emphasis added]
